On 19 July, a Russian missile attack completely destroyed a warehouse operated by a logistics services provider of the Alliance for Public Health in the Kyiv region. The warehouse contained HIV prevention supplies worth more than US$2.6 million, including more than 30.5 million syringes, 1.38 million needles, 6.28 million alcohol swabs, over 14.6 million condoms, 9.4 million units of lubricant and other essential commodities. .

These supplies were intended for national HIV prevention programmes reaching more than 300,000 most-at-risk people across Ukraine.

Thanks to APH’s advance distribution of the commodities required for 2026, services can continue without interruption through the end of this year. But Ukraine’s entire stock intended for 2027 was destroyed.

More than two weeks after the attack, its scale and potential consequences have received significant international attention, including coverage by The New York Times, The Lancet HIV and The Telegraph.

As reported by The New York Times, if new supplies are not procured on time, Ukraine could face up to 16,000 new HIV cases in 2027r, according to an APH estimate.

International attention must now translate into action.

The Alliance for Public Health is calling on UN agencies, international organizations, donors and manufacturers to support the urgent replacement of these supplies through:

  • in-kind donations of syringes, needles, alcohol swabs, condoms, lubricants and other HIV prevention commodities;
  • financial contributions for the procurement, transportation and distribution across Ukraine.

We particularly invite UNDP, UNFPA, UNICEF, UNAIDS, the World Bank, IPPF, AHF, Direct Relief, the Elton John AIDS Foundation, Durex/Reckitt, Becton Dickinson, Karex, Cupid, Global Protection Corp, Indus Medicare, HLL Lifecare Limited and other manufacturers and global health partners to explore how they can contribute.
