The Alliance for Public Health is one of three principal recipients of the grant from the Global Fund to Fight AIDS, Tuberculosis and Malaria “Gain momentum in reducing TB/ HIV burden in Ukraine” in 2021–2023.
Goal of the program: To gain momentum in reducing TB and HIV burden through forging universal access for timely and quality TB and DR-TB diagnosis and treatment, scaling up evidence-based HIV prevention, diagnosis and treatment, and building up resilient and sustainable systems for health in Ukraine.
Strategies:
1.To sustain effective TB responses in Ukraine through implementation of evidence-based people-centered approaches, with special emphases on management of drug-resistant TB and key population groups at risk.
2.To sustain effective HIV response in Ukraine through implementation of evidence-based people-centered approaches, with special emphases on key population groups at risk.
3.To ensure overall coordination and complementarity of activities and programs and a proper mechanism for stakeholder involvement in discussion and decision-making, sustainable funding of the related programs and activities, improve service organization and delivery, improve data quality for activity planning, continuously build human resource capacity and maintain high standards in the field of education and science, using human rights and gender-sensitive approaches and removing barriers.
The interventions supported within this grant are tailored to support continuum of care and treatment cascade to guarantee reduction of the incidents and mortality from TB and HIV.
Service delivery modules (Alliance’s zone of responsibility):
• TB interventions aim at:
o Ensuring universal access to timely and quality TB case detection and diagnosis of DR-TB by rolling out rapid molecular testing, improving quality and coverage of DST and targeted active case finding in key populations, through MDR-TB case detection and diagnosis.
o Improving outcomes of DR-TB patients by implementing modified shorter treatment regimens and scaling up people-centered approaches with comprehensive adherence support, through MDR-TB treatment.
o Reducing TB transmission by scaling up effective preventive treatment and improving infection control, through TB care and prevention.
o Enabling conducive health system environment and effective management of the National TB Program, through: o Health sector governance and planning, and policy and planning for national disease control programs program management, and coordination and management of national disease control programs.
• HIV interventions aim at:
• Reducing HIV transmission by expanding coverage of innovative prevention interventions in key populations and eliminating MTCT, through prevention for transgender people.
• Improving 90-90-90 cascade by promoting innovative testing approaches, increasing early HIV detection, early ART initiation, improving quality of care by, ensuring access to quality assured ARVs and treatment monitoring, and implementing differentiated people-centered models of care,

o Health Management Information Systems and M&E
o Community systems strengthening
o Removing human rights and gender related barriers to TB services
o Reducing human rights-related barriers to HIV/TB services
