INTEGRATED HUMANITARIAN RESPONSE IN CONDITIONS OF WAR AND POST-WAR RECONSTRUCTION

The main stages of the project:

June 1 – August 31, 2022: launch of the first measures round, piloting of approaches

From September 1, 2022: full-scale implementation of crisis response measures in conditions of war and post-war recovery

Total budget: £1,397,432

The project’s goal for executive organizations is to support communities and is aimed to ensure urgent humanitarian, social, and medical needs and dignified life in crisis conditions.

Geography of project activities:

The project will be implemented throughout Ukraine. Preference will be given to regions liberated from occupation and areas with large concentrations of internally displaced persons. The project implementation in some regions may be delayed or modified in accordance with the current situation.

 

Target groups of the project:

The target groups of the project are people who have been negatively affected by war and related processes, including deterioration of physical or mental health, displacement, loss of income, destruction of social networks, and also have limited access to medical and other services. Support can be provided to individuals, households, and initiative groups of vulnerable communities. In particular, it is envisaged to provide services to the following categories of the population:

  • People living with HIV or vulnerable to HIV infection and related problems (PLU, SR, MSM, LGBT)
  • Their partners, relatives, and close circle
  • Other people with difficult access to services and support (including women, children, the elderly, and people with disabilities)
  • Internally displaced persons (IDPs), including those who returned to liberated territories.

Granting the regional NGOs within the framework of the project takes place according to the following modules and directions:

Module 1. Humanitarian aid to the vulnerable sections of the population in war conditions

Direction 1.1. Services to ensure the humanitarian needs of the population (food, water, hygiene kits, children’s kits)

Direction 1.2. Consulting and support services (psychological, medical, legal, and social assistance)

Direction 1.3. Services related to evacuation and resettlement (search and organization of temporary housing, provision of temporary housing with basic necessities, etc.)

Direction 1.4. Financing of mini-projects initiated by community teams

Direction 1.5. Provision of multi-purpose money assistance for the urgent needs of households

Module 2. Organization and support of safety spaces (5 projects)

Mandatory conditions

Cooperation and coordination with:

  • OMA (regional military administration)
  • United Territorial Communities (UTC)
  • Other programs of humanitarian aid
  • Private sector

And:

  • coordination of procurement/receiving from sponsors and delivery of humanitarian aid
  • provision of storage facilities and provision of humanitarian aid and services
  • informing people about the possibilities to receive humanitarian aid
  • cooperation with regional, district, and city hospitals, medical centers for referring patients with medical care needs, etc.
  • coordination of work with churches based on which it is possible to receive and/or distribute humanitarian aid
  • payment of transport and/or fuel for efficient work on the territory of the OTG, etc
