Overcoming non-medical barriers to HIV/TB prevention and treatment is the key task for REAct system implementation in Ukraine

Since 2018, Ukraine has been implementing the REAct system (“Rights-Evidence-Action”), which allows to record violations of the rights of key populations vulnerable to HIV and tuberculosis (TB) and to response to them. Every case of human rights violation, in particular incorrect treatment of law enforcement officers or health institution, violence, disclosure of HIV status or refusal to provide medical services, or their incomplete or poor quality – violates the rights of a person to a dignified life and has a negative impact on the effectiveness of measures to combat the spread of HIV/TB in the context of prevention and treatment.

In order to remove non-medical barriers in HIV/TB counteraction, Alliance for Public Health, the main partner of the REAct – Monitoring and Response to Human Rights Violations in Ukraine project, with support from Frontline AIDS (UK), and within the framework of funding from the GF, began implementing the REAct system developed by our British colleagues, which has already proven itself in other regions of the world, adapting it to Ukrainian realities.

REAct uses a tool that allows you to record information on cases of violations of the rights of representatives of key populations in different regions of Ukraine, when such reports are received by local organizations working in the field of HIV/TB prevention. Subsequent information on violations is subject to analysis in order to obtain aggregated data on the geography, frequency and types of violations and to develop appropriate national response strategies. At the same time, the system is also designed to provide advice on how to help in each specific situation of violation of rights and prevention of such cases, both at the individual and systemic levels.

The regions of Dnipro, Kyiv, Kryvyi Rih and Odesa were selected for the pilot phase of the REAct implementation project.

In 2020, it is planned to expand the functioning of the REAct system in all regions of Ukraine.

We would like to remind that removing non-medical (including human rights based) barriers to access to HIV and TB prevention and treatment is an important component of international efforts to tackle these epidemics and part of the Global Fund to Fight AIDS, Tuberculosis and malaria for 2020-2022.

Alliance for Public Health encourages the immediate reporting of violations of the rights of representatives of key groups to anyone who has witnessed or been directly affected by such situations. Let’s react to the violation of rights together!
